cdr: get the rest of a list

PurposeExtracts all but the first element of a list.

PreconditionsOne parameter (verified).
l is a list (verified).
l is nonempty (verified).
PostconditionsDoes not affect the list. The result shares storage with l. Element i of the result list is the same as element i+1 of l.
